The Liaison Office (TLO), established in 2003 as an Afghan non-governmental organization (NGO), has been dedicated to enhancing local governance, stability, and security. Originating from a Swisspeace pilot project supported by the Heinrich Böll Stiftung, TLO engages with customary structures, local communities, civil society groups, and government institutions. Headquartered in Kabul, TLO operates regional offices in Paktia, Khost, Kandahar, Herat, Mazar, Nangarhar, and additional field offices across Afghanistan. Key program activities include research and analysis, dialogue facilitation for peacebuilding, access to justice and governance, humanitarian assistance, third-party monitoring and evaluation, and environment & natural resources management.

Job Description:

We are seeking a skilled Database Developer to lead projects and spearhead the development of the MEAL unit’s web-based analytical database/portal in line with the database concept note. As a Database Developer, you will play a pivotal role in designing and evolving our data schema, streamlining data operations, and maintaining database performance. Your responsibilities will also extend to collaborating with GIS, MEAL, and program experts, acting as the bridge between departmental ideas and execution.

Responsibilities:

  • Develop a Monitoring, Evaluation, Accountability, and Learning (MEAL) web-based database in line with the database concept note.
  • Design logical and physical data models, prepare statistical information, and ensure database optimization, integrity, consistency, security, and privacy.
  • Collaborate with Application Developers, review developer’s work, and create scripts to build new database objects.
  • Develop stored procedures, functions, packages, triggers, and views using T-SQL.
  • Assist with schema design, code review, and SQL query tuning.
  • Participate in SQL code reviews, deploy patches, and gain a deeper understanding of mirroring and SQL clustering.
  • Evaluate software components, recommend system improvements, and upgrade/improve data and application schema.
  • Resolve issues, evaluate software modules, and develop specifications in conjunction with M&E, GIS, and NRM engineering and data science teams.
  • Develop GIS tools in the web-based database, create interactive and analytical maps, develop a mobile app for field data entry, and design report-generating tools.
  • Optimize and maintain legacy systems, modify databases according to requests, and solve database usage issues.
  • Liaise with developers to improve applications and establish best practices.
  • Gather user requirements, identify new features, and provide data management support to users.
  • Ensure all database programs meet company and performance requirements.
  • Research and suggest new database products, services, and protocols.
  • Host the database on the server and handle other tasks that may arise during the development process.

Job Requirements:

  • 7+ years of experience as a database developer or in a related role.
  • Bachelor’s Degree in Computer Science Programming and DBMS (Master’s degree preferred).
  • 5-7 years of SQL expertise.
  • 2+ years of experience handling a database environment of more than 300GB.
  • Expertise in mobile app development.
  • SQL server administration experience.
  • Solid understanding of Oracle Database and knowledge of SQL Server Service Broker is a plus.
  • Solid understanding of GIS application.
  • Database tuning experience and ETL experience are a plus.
  • Ability to work in an Agile environment.
  • Highly organized and self-motivated.
